Plans for the Pa‘ia Sugar Mill were the topic of discussion at the November 20 Maui TechOhana, presented by Maui Economic Development Board (MEDB). 67 attended to hear about the plans for an advanced manufacturing village.
The Pa‘ia Village Company, established in August 2020, is committed to transforming the historic Pa‘ia Sugar Mill into a state-of-the-art advanced manufacturing village. The idea to purchase the Pa‘ia Mill and restore it to a manufacturing center was the brainchild of Dan Ellis, Managing Partner of Pa‘ia Village Company. He pointed out, “Our vision is to support livable wages, build affordable housing, and revive community spirit, continuing the sugar mill’s 150-year legacy of responsible industry.”
Ellis was joined by his partner, Wayne Thibaudeau, at Maui TechOhana to present key aspects of the project including:
1. Advanced Manufacturing Center – Develop a cutting-edge manufacturing hub that fosters innovation and provides high-quality employment opportunities, contributing to Hawaii’s economic growth.
2. Affordable Housing – Integrate housing solutions that are both affordable and sustainable, ensuring that workers and their families have access to quality living conditions.
3. Commercial Farming – Promote sustainable agricultural practices that support local food production and create additional employment opportunities, thereby enhancing food security and economic resilience.
4. Village Center – Establish a vibrant community hub that serves as a focal point for social interaction, cultural activities, and local commerce, enriching the lives of residents and visitors alike.
5. Community – Foster a sense of belonging and collaboration among residents, businesses, and stakeholders, reinforcing the importance of community in driving sustainable development.
6. Legacy of Doing the Right Thing – Uphold the principles of ethical development and responsible stewardship, ensuring that our efforts benefit current and future generations while preserving the rich history of the mill.

TechOhana attendee Rachel Campbell shared, “The history of the sugar mill was interesting to learn about. The new Pāʻia Village Center will bring back the culture and traditions of village life. It’s a possibility to return to a more sustainable way of life.”
An Economic Development Administration grant was recently awarded to the non-profit, Maui Advanced Manufacturing Alliance (MAMA), in partnership with MEDB to support this project. The grant will be used for non-construction activities that will pave the way for a successful manufacturing center, including training and apprenticeships, manufacturing sector organizing, and business sustainability planning.
Maui TechOhana meetings are organized by the Maui Economic Development Board, Inc., and supported by the County of Maui. They provide an informal networking opportunity open to anyone interested in Maui County’s technology industry with guest speakers presenting on a relevant topic in business or technology.
